ALTER SESSION SET NLS_COMP = LINGUISTIC;
ALTER SESSION SET NLS_SORT = BINARY_CI;
For every new worksheet in SQLDeveloper, you can set this as the default under Preferences: Database: NLS for both Sort and Comparison:
